New nitrogen rules hit 550 businesses in Limburg: here is what it means for your area

The Dutch government announced final nitrogen measures. Agriculture must reduce ammonia emissions by 25 percent by 2030. Around 21 nitrogen-sensitive Natura 2000 areas in Limburg, zones of 500 to 1000 meters will face extra strict rules. Approximately 550 businesses are affected, including over 300 farms.

The government presented its final nitrogen plan today and for Limburg the impact is significant. Here is the breakdown:

  • Agriculture must cut nitrogen (ammonia) emissions by nearly 25 percent by 2030
  • Around vulnerable Natura 2000 areas, zones of 500 or 1000 meters will have even stricter regulations
  • Limburg has 24 Natura 2000 areas, 21 of which are nitrogen-sensitive. Think De Meinweg, De Peel, Brunssummerheide and the Geul valley
  • About 20,000 hectares of land fall within those zones
  • Around 550 businesses are affected, including more than 300 farms

The provincial deputy in Maastricht calls the impact ‘enormous’ and ‘felt across the countryside’. The good news: farmers finally get clarity. Every farm receives clear emission standards based on what is technically achievable. And the farmer chooses which approach fits their business.

The expectation is that permits can be issued again in 2027, possibly even sooner in Limburg since a lot has already been done here. Next Monday, the province, industry and farmers will discuss the implementation together.

The new national average of 2.6 cows per hectare that the government is aiming for hits intensive livestock farming in North Limburg especially hard. This region has historically had a much higher cattle density than the national average, meaning some businesses will need to reduce their herds by dozens of percentage points or invest heavily in technical solutions.
